    City Council Elections
    Dear DSFNA Members,

Attached are City Council candidate responses to the September 2003 PAN Questionnaire. You will notice that the attachment has been organized to restate a particular question from the questionnaire, followed by the response of each of the candidates in alphabetical order by last name. This will allow voters to compare the candidates with respect to each issue.

We have not yet heard from Edmund Power, and will forward his response to you as soon as we receive it.

Please note: No attempt was made to correct misspellings.

    Thank you,

Annette Ashton, Doug Moran, Karen White

    City Council Elections

    Dear DSFNA Members,

Please be sure to attend a City Council Candidate Forum on Thursday, October 2 from 7:00 - 9:15 p.m. at the Palo Alto Art Center Auditorium, 1313 Newell Road. Neighborhoods co-sponsoring this event include College Terrace, Community Center, Crescent Park, Duveneck/St. Francis, Leland Manor and Old Palo Alto. Jay Thorwaldson, Editor of the Palo Alto Weekly, has graciously agreed to moderate our forum.

To elicit candidate responses on issues of interest and concern to neighborhoods city-wide, leaders of Palo Alto Neighborhoods recently sent City Council candidates a written questionnaire. Candidates' responses will be e-mailed to you, posted on the DSFNA website, and sent to local newspapers early this week. The 10/2 forum will provide a sharper focus, addressing the specific interests/concerns of residents who live in co-sponsoring neighborhoods. So please bring your questions!

I hope to see you all on October 2 at 7:00 p.m. (doors open at 6:30 p.m.) at the Art Center Auditorium.

    Karen White

    Creeks, Floods & Action

Continuing Authorities Program (CAP) 205 Project

May 22, 2003 JPA Board Meeting

A flood control project for San Francisquito Creek was approved by the San Francisquito Creek Joint Powers Authority (JPA) Board at the May 22, 2003 meeting. The funding for San Francisquito Creek was made available through the Continuing Authorities Project (CAP) 205, a program of the Army Corps of Engineers-San Francisco District Office. The Federal offer of $7 million is for construction work along the 14-mile system that runs from Interstate 280 to the bay. The board requested that the project -- granted to the JPA by the Army Corps last summer -- focus on the portion of the creek between Highway 101 and the San Francisco Bay.

Potential plans selected for the Army Corps' consideration include adding flow capacity at Highway 101 with a new culvert, widening the channel below 101, or creating a second channel, or flood basin, inside Palo Alto's municipal golf course. Also to be studied will be solutions that increase the creek's capacity, stabilize the banks, and/or deal with in-stream impediments to high flows.

Creek neighbors, frightened by the threat of flooding and eager to see something done immediately, want the $10 million project to be the first step in safeguarding all those living near the creek. It is expected to take three to five years, beginning with the Army Corps' study, and would require approximately $3 million of local matching funds. It would also add security for Palo Alto and East Palo Alto residents and businesses most vulnerable to raging creek water.

The following PowerPoint presentation was made at the May 22, 2003 JPA Board meeting (6.5MB in PDF format):

Computer virus spoofing City Hall Email Article To a Friend View Printable Version

General NewsYou may have received or are still receiving strange e-mails from the 'city council', from city staff members, and from people all over Palo Alto. There is no message, but there are various titles, e.g. "Language" or no title at all. I've gotten four so far.

Citycouncilman Bern Beecham has graciously looked into this problem that is mushrooming all over town. He checked with the city's computer experts and found out that:

"It looks as though this is the KLEZ virus.. The KLEZ virus is known for spoofing the sender. Someone who is infected with Klez has the Council email address in their address book. The virus, in this case, has taken an address (city_council) from the infected PC's address book and placed it in the From field. There is nothing we can do to correct this. [note: on the city level]"

Editorials February 3, 2003 was the fifth anniversary of the terrible flood on San Francisquito Creek that caused so much damage to 1,700 homes in Palo Alto and East Palo Alto. Every time we experience a heavy rain many of us have another "anxiety"' attack. We are fearful of another flood.

We came very near to another catastrophe on December 16 of 2002. The level of water in the creek approached flood conditions. If it had rained for another few hours, we would have had a repeat of the 1998 disaster.

Flood '98Alex: THANK YOU ALL so much for all the work you have done on the Web Site.

My father's home is at 2375 Sierra Ct. His name was Bryson Ahern. My parents bought that house in 1950 & I still remember being evacuated & carried to the back of a dumptruck during the flood of '55. As I recall the Redcross evacuated us either to the gym of Jordan Junior Hi or Paly Hi. My Dad stayed behind to mop the water out of our house. He was building a cabin cruiser in our backyard at the time so he had to make certain it was docked properly lest it float away.
